  2. Use artists to jiggle the economic system.
  3. Just make such an environment in which the citizens of Japan can appreciate art in every aspect of their lives. The essential reason for the recession today is that the people have realised that their efforts to bring the economy to the level which was once described as the height of prosperity did not necessarily improve their quality of life. What everyone needs is a goal, which is not given but found by themselves. I think art helps them to find it.
